Kaiser settles transgender case, triggers Colorado insurance discrimination ban

AlexhealthpolicysolutionsTHE GUERRILLA ANGEL REPORT — While a quibble between a transgender patient and Kaiser Permanente of Colorado resulted in a quiet settlement, a tsunami came in the form of an issuance by the Colorado Division of Insurance in banning health insurance companies from discriminating against transgender or LGBT people.

(UPDATE — See comment from the TLC  below)

Following an investigation of a claim by Alex Manigault, the Colorado Civil Rights Commission found probable cause that Manigault was discriminated against by Kaiser because he was transgender. Within a day of that finding, Colorado’s Division of Insurance issued a bulletin specifically barring health insurers from this sort of discrimination.

According to Health Policy Solutions, Oregon, Washington, Vermont, the District of Columbia, and now Colorado, are the only states banning trans and LGBT discrimination.

As a result of the settlement with Kaiser, many details of the Manigault case are unavailable.
